鄱阳湖生态经济区开放型经济发展研究

[摘 要]十八届三中全会通过的《关于全面深化改革若干重大问题的决定》提出构建开放型经济新体制。基于此，江西省委、省政府迅速行动起来，于2014年2月通过了《关于全面扩大开放，加快开放型经济发展升级的意见》，坚定不移实施大开放战略，形成全方位宽领域多层次的开放新格局，为实现”发展升级、小康提速、绿色崛起、实干兴赣“的目标增添动力和活力。鄱阳湖生态经济区自从上升为国家战略以来，紧紧围绕”对接长珠闽，联结港澳台，融入全球化“大开放主战略，招商引资力度不断加大，外贸出口迅速攀升。但是由于鄱阳湖生态经济区地处经济欠发达地区，招商引资和外贸出口比起其它地区有较大的差距，存在规模小、水平低、开放程度不平衡、利用外资的策略和水平较低等问题。因此，鄱阳湖生态经济区今后要进一步加强招商引资的力度，扩大对外出口规模，积极拓展对外承包工程和劳务合作。

Abstract： “Decision on Deepening the Reform of the overall number of important issues”， which is raised by the Third Plenary Session of the 18th Central Committee of the CPC， proposes to build an open economic system. In order to actualize Opening-up Strategy ， the Jiangxi provincial government made a proposal， called “opinions on fully expanding opening up， accelerating the development and upgrade of an open economy”in February 2014， to form a new pattern of all-round opening up and to achieve the aim of“development upgrades， well-off speed， green rise， hard work to raise up”. Since Poyang Lake Ecological Economic Zone rose to the national strategy，it focused on the main strategic status of wide opening. However， due to the Poyang Lake Ecological Economic Zone is located in the economically underdeveloped regions， compared to other regions， its investment and exports are of small size and low level and the utilization of foreign capital is poor. So in the future， Poyang Lake Ecological Economic Zone has to strengthen efforts to attract foreign investment， and to expand foreign trade scale， contracted projects and labor cooperation.
