2015年国际电子政务研究的主题与趋势

〔摘要〕随着信息技术日新月异，电子政务发展也与时俱进。因此为及时把握电子政务最新研究方向，选取2015年SSCI数据库与电子政务主题相关文献为样本展开分析，总结了电子政务领域研究最新主题与趋势：一是公民参与的公共服务系统建设研究；二是电子政务评估与电子政务可持续发展研究；三是基层电子政务与参与型电子社区发展研究；四是移动电子政务发展研究，以期对我国电子政务发展有所助益。

〔Abstract〕As information technology advances，the development of e-government is also advancing with the times.Therefore，in order to keep abreast of the latest research direction of e-government，The paper selected 2015 e-government literatures relevant to the subject in SSCI database as a sample to analyze，summarized the latest topics and trends in e-government in the field of research：First，Construction of citizen participation in public service system；Second，e-government assessment and sustainable development of e-government；Third，the development of e-government in primary level and the construction of participative electronic communities；Fourth，the development of mobile e-government，to help with the development of e-government in China.

20世纪末，世界各国相继将信息通讯技术运用到公共部门中来，以解决政府部门机构臃肿，工作效率低下等问题，应用效果显著。之后互联网20时代到来给公民和公共部门之间互动提供了新机遇，并深刻影响着政府部门服务提供、公民参与等活动。尤其是近五年来，基于社交媒体平台政务的迅猛发展，使公民更加便捷地获取公共服务，为公民参与提供新渠道。

《2014年联合国电子政务调查报告》[1]对联合国成员国电子政务发展现状进行了评估，《2014年报告》显示中国的电子政务发展指数（EDGI）为05450，位列第70名，远远落后世界其他国家发展水平。因此，本文通过对国际电子政务研究主题总结归纳，分析其研究趋势，希望有助于国内研究者了解国际电子政务发展，从中获得启发，推动我国电子政务跨越式发展。
