中医医院“治未病”科建设效果评价指标体系初建

摘 要 本研究在梳理“治未病”服务绩效评价等研究现状的基础上，参考项目评价经典理论，从“投入-过程-产出-影响-可持续”这5个环节，初步构建了“治未病”科（中心）建设效果评价指标体系，包含资源配置等6个一级指标，物资设备配置等14个二级指标和种类齐全程度等40个三级指标，该体系完善了现有“治未病”服务绩效评价的对象和内容，有利于落实责任主体，更加符合指标遴选的全面性原则和医院管理的精细化要求。

Preliminary establishment of the index system for the evaluation of construction effects of disease prevention departments in traditional Chinese medicine hospitals*

ABSTRACT An index system for the evaluation of the construction effects of “disease prevention” departments in traditional Chinese medicine hospitals was preliminarily established based on research status of performance evaluation for“disease prevention” service and classical theories of project and from five aspects of “input-process-output-effect-sustainability”and it consisted of six first level indicators including resource allocation， fourteen second level indicators including material and equipment configuration and forty third level indicators. This index system improved the object and content for the evaluation of the performance of the existing “disease prevention” service， was helpful to implement the main responsibility and was more coincident with the comprehensive principles for selection of indicators and the requirements of refined management of hospital.

“治未病”思想是中醫学具有原创性的观点之一，体现了中医治疗与预防学的精髓。早在2007年11月，为满足人民日益增长的预防保健需求，延伸医药产业链结构，促进中医药事业的发展，国家中医药管理局便启动了中医“治未病”健康工程，并在2012年12月印发了《中医医院“治未病”科建设与管理指南（试行）》（以下简称《指南试行版》），要求二级以上中医医院成立“治未病”科，开展“治未病”服务。经过多年的努力，“治未病”服务体系建设工作的总体思路和方法基本形成，但在推进过程中，依然面临着诸如公众“治未病”理念尚未普及，医疗机构提供“治未病”服务存在与针灸、康复服务相混淆等现象，人才、学科发展乏力等障碍[1-5]，鉴于此，2014年1月国家中医药管理局出台《中医医院“治未病”科建设与管理指南（修订版）》（以下简称《指南修订版》），对“治未病”科建设提出了新的要求，那么，当前中医医院“治未病”科建设效果如何，应该从哪些方面开展考评，有必要进行专题研究。……
