基于因子分析法的威海市现代农业发展评价

摘要：为了促进中国特色农业发展，发挥现代农业建设上以点带面的协同示范效应，农业部根据相关意见要求分批认定一些国家现代农业示范区。山东省威海市是全国最早的4个以整建制创建的形式跻身其中的地级市之一，因而分析威海市现代农业发展情况也就具有一定的现实意义。以因子分析法分析威海市现代农业在全省所处的发展水平，探究制约现代农业发展的因素，最后提出以建设土地高效利用为核心的农业园区突破瓶颈。

Analysis on Agricultural Modernization Level in Weihai Based on Factor Analysis

Abstract： In order to promote Chinese characteristic agricultural development and play a synergistic effect which uses the experience of selected units to promote modern agriculture construction in entire area，the Ministry of Agriculture identified a number of national modern agriculture demonstration zone in batches based on relevant requirements. Weihai is one of the first four cities joined this plan， so analyzing the development of modern agriculture in Weihai also has some practical significance. Factor analysis is used to analyze Weihai modern agriculture level in the province and explore the constraints of modern agricultural development. Finally， suggests that build modern agricultural park which regards efficient land use as the core to break the bottleneck.

黨的十八大报告提出要在2020年全面建成小康社会，全面建设小康社会的关键在农村，贫困攻坚的难点也在农村，发展现代农业无疑成为国家解决“三农”问题，实现农民脱贫致富的重要手段。早在2007年，中央一号文件就明确提“出发展现代农业是社会主义新农村建设的首要任务”；2016年，中央一号文件也提到要“落实发展新理念加快农业现代化”。不同学者对现代农业的内涵有着不同的解释，但是可以肯定，现代农业并不局限于传统种植业，它的具体形态可以是多样的、不拘一格的，它也并非简单等同于机械化、科技化、专业化和规模化[1]。它应当是立足自身条件，发挥比较优势，能够实现经济效益、环境效益和社会效益的有机统一。建设现代农业的过程，实际上就是改造传统农业、不断发展农村生产力的过程，就是转变农业增长方式、促进农业又好又快发展的过程[2]。……
