天津市农业企业技术创新问题探讨

摘要：农业企业技术创新是提高现代农业科技发展水平的关键要素。在对农业企业技术创新内涵加以界定的基础上，借助实地调研资料，综合分析了天津市农业企业技术创新基本现状和存在的突出问题。结果表明，天津市农业企业存在技术创新意识不够、创新资金投入不足、创新人才缺乏、创新能力偏低等突出问题，直接影响了企业产品质量和市场竞争力。天津市农业企业应通过增强技术创新意识、开展产学研合作创新、完善技术创新人才引进与激励机制、注重创新平台建设等措施提升自身创新能力；政府部门则通过加大财税扶持力度、加强科研项目资助和科技成果转化、创新人才培训和文化培育、知识产权保护等举措推动企业创新能力的提升。

Discussion on Technological Innovation of Tianjin Agricultural Enterprises

Abstract： Technological innovation of agricultural enterprises is a crucial element for improving the level of agricultural science and technology. Based on defining of technological innovation of agricultural enterprises， this paper comprehensively analyzed the basic status and outstanding problems of technological innovation of Tianjin agricultural enterprises by on the data through investigation. The results showed there existed some problems including lack of innovative awareness， less innovative funds， insufficient innovative talents， low innovative ability and so on， which affected product quality and market competitiveness for enterprise. In future， Tianjin agricultural enterprises need to enhance innovative awareness， carry out production-study-research cooperation， introduce innovative talents and establish excitation mechanism and strengthen innovative platform to promote their own innovative ability. Similarly， government should also adopt some countermeasures to promote innovative ability of agricultural enterprises， such as expanding fiscal and taxation support， funding scientific research projects， promoting transformation of agricultural science and technology achievements， training of innovative talents， fostering innovative culture and protection of intellectual property rights.

党的十八大报告明确提出，要深化科技体制改革，推动科技和经济紧密结合，加快建设国家创新体系，着力构建以企业为主体、市场为导向、产学研相结合的技术创新体系。随后，2015年中央一号文件强调加强对企业开展农业科技研发的引导扶持，使企业成为技术创新和应用的主体。具体到天津市来看，天津市委市政府在2013年发布的《关于加快发展都市现代农业进一步增强农村发展活力的若干意见》中着重指出，大力支持农业企业开展技术创新，鼓励农业企业与科研院所、大专院校开展合作，加快培育一批科技型农业企业。……
