新疆科技型中小企业创新发展现状及对策

【摘 要】论文通过遴选2006-2014年符合申报新疆科技型中小企业技术创新基金项目的企业，在数量规模、地域分布、学科分布、行业分布等方面进行分析，指出新疆科技型中小企业在创新发展中存在的问题，提出应在财政投入力度、科技金融、科技援疆等方面加大投入力度，提高新疆科技型中小企业创新发展能力。

【Abstract】This paper analyzes the quantity， scale， geographical distribution， discipline distribution and industry distribution of enterprises selected in year 2006 to 2014， which meet the requirements for declaring the project of technological innovation fund of Xinjiang scientific and technological SMEs， and points out the problems existing in the innovation and development of Xinjiang science and technology small and medium-sized enterprises， and suggests that we should increase investment in financial， science and technology， finance and science and technology， and raise the ability of innovation and development of scientific and technological SMEs in Xinjiang.

1 新疆科技型中小企业发展概况

新疆目前尚无科技型中小企业统计口径与渠道，结合新疆科技型中小企业认定条件，以我区支持新疆科技型中小企业发展最具代表性的创新基金为突破口，遴选去重2006-2014年符合科技型中小企业申报条件的1368家企业用于课题研究，以点带面，藉此反映新疆科技型中小企业的整体发展状况。

1.1 总体发展情况

1.1.1 数量规模

经统计，2006年至2014年，我区共有1564家企业申报创新基金项目，经遴选去重后符合要求1368家。其中2006及以前19家，2007年39家，2008年36家，2009年43家，2010年116家，2011年305家，2012年256家，2013年252家，2014年304家。总体上，“十一五”期间申报企业数量较少，到了“十二五”期间呈现快速增长趋势。

1.1.2 地域分布

2006—2014年申报的1368家企业中，乌鲁木齐市781家，昌吉州101家，巴州79家，克拉玛依市63家，和田地区41家，阿克苏地区33家，喀什地区48家、克州11家，博州27家，塔城地区39家，伊犁州65家，阿勒泰地区23家，哈密地区15家，吐鲁番地区42家。

1.1.3 学科分布

2006—2014年申报的1368家企业所涉及的学科分类共有39个，其中涉及项目数量较大的学科有计算机科学技术187家；……
