浅谈高校网络与信息安全

摘要：随着网络的不断发展，信息时代的到来以及移动端的普及，网络已经成为人们生活中不可或缺的部分，信息安全的重要性也提上日程。2014年2月27日中央网络安全与信息化领导小组成立，国家主任习近平亲自担任组长，以此可见对网络发展和网络安全的高度重视。并指出：“ 没有网络安全，就没有国家安全，没有信息化就没有现代化 ”，强调“ 网络安全和信息化是一体之两翼，驱动之双轮，必须统一谋划、统一部署、统一推进、统一实施 ”。

Abstract： With the continuous development of the network， the arrival of the information age and the popularity of the mobile terminal， the network has become an indispensable part of people's lives， and the importance of information security is also on the agenda. On February 27， 2014， the Central Network Security and Informatization Leadership Team was established， the state director Xi Jinping personally served as the leader， which can be seen that the state has paid high attention to the development of the network and network security. And to point out that " no network security， no national security， and no informatization， no modernization"， and to emphasize that "network security and informatization is the two wings， the two wheels， must be unified planning， unified deployment， unified propulsion， unified implementation".

1 目前高校网络现状

大学是一个知识的殿堂，人口相对密集，人才辈出的地方，大学生的思维活跃。目前高校的网络现状包含了一下几方面：

①系统分期建设，缺乏安全规范：高校的信息化建设分期建设，逐步完善。从数字化校园到如今的智慧校园，由于前期的建设在安全规划、安全分区上未作严格的要求，大都根据使用情况，发现问题来解决问题，导致信息资产大都统一存放以致进行不同级别的安全防护级别难度增大。②网站建设和管理不统一：高校内部网站数量多，建设单位杂，安全管理困难。③网站日常维护缺失：高校网站重建设、重功能，日常安全维护较差，一些已公布的安全漏洞常常得不到修复。④安全防护意识有待完善：目前已有的安全防护手段包括出口行为审计、防火墙、漏洞扫描、上网行为分析、入侵检测、信息审计。⑤网络安全管理体系不健全：安全管理体系，管理人员，制度都存在缺失，信息系统建设，运维安全措施不到位。……
