基于供给侧结构性改革视角的三网融合利益博弈研究

【摘要】 供给侧结构性改革为研究三网融合的推广提供了一种新的视角。供给侧结构性改革能够促进三网融合的发展，为了有效解决利益冲突这一制约我国三网融合工作推进的瓶颈，电信网、广电网、互联网各相关产业应该加强自身供给侧结构性改革。本文从供给侧结构性改革视角给出了解决三网融合监管机构、行业间以及行业内利益冲突的建议。

Study of the Benefit Chess-playing of Three Networks Convergence Based on Supply-side Structural Reformation Visual Angle

Abstract： Supply-side structural reformation provides a new perspective to the development of three networks convergence. Supply-side structural reformation could promote the development of three networks convergence. In order to solve effectively the conflicts of interest， which is the bottleneck of restricting work promoting of Chinas Three Networks Convergence， telecommunication industry， broadcasting industry and internet industry should enhance reformation under the policy of the Supply-side Structural Reformation. This paper supplies some proposals of how to figure out specific regulatory authority interest conflicts， interest conflicts between different industries and the interest conflicts within the industry based on supply-side structural reformation visual angle.

一、问题的提出

近年来，我国经济的增速逐年下降，需求刺激效果甚微，过多强调需求侧的管理导致我国经济结构落后，资源配置不科学不合理，为了有效提高供给体系的质量，加强我国经济持续增长的动力，中央提出了加强供给侧结构性改革以深度激活市场发展潜力的新思路。電信网、广电网和互联网对国家安全、国民经济、社会进步和人民生活发挥着重要的作用，三者在供给侧结构性改革中均扮演着重要的角色。三网融合有利于推动信息技术创新和应用，带动相关产业发展，形成新的经济增长点。因此，加快三网融合的推广应用已成为行业发展的重中之重。

2010年《推进三网融合的总体方案》、《三网融合试点方案》实施，三网融合进入实质性推进阶段。从2010年起，三网融合试点城市在全国范围内不断扩大推广，至2015年末，试点地区由12个扩展到54个，电信行业、广电行业双向进入取得了实质性的进展，网络信息和文化安全监控体系逐步建立，三网融合业务市场发展初具规模，截至2015年12月末，IPTV用户总数达到4589.5万户 [1]。……
