新形势下做好建筑施工企业社会保险管理工作的途径分析

【摘 要】社会保险关乎到员工的切身利益，在企业管理中具有重要的作用。建筑施工企业员工数量众多而分散，社会保险管理工作难度较大。在实践中，建筑施工企业必须要不断创新思路与方法，提高社会保险经办能力，以切实维护好企业员工的合法权益。本文在分析建筑施工企业社会保险管理现状基础上，重点探讨了做好社会保险管理工作的途径，以供参考。

【Abstract】Social insurance relates to the vital interests of employees， and plays an important role in enterprise management. The number of employees in construction enterprises is large and scattered， and the management of social insurance is very difficult. In practice， construction enterprises must continue to innovate ideas and methods to improve the social insurance handling capacity， in order to effectively safeguard the legitimate rights and interests of employees. Based on the analysis of the status quo of social insurance management of construction enterprises， this paper focuses on the ways to do well the management of social insurance for reference.

1 引言

社會保险是国家为预防和分担年老、失业、疾病以及死亡等社会风险，实现社会安全，而强制社会多数成员参加的，具有所得重分配功能的非营利性的社会安全制度。它属于一种再分配制度，在满足一定条件的情况下，被保险人可从基金获得固定的收入或损失的补偿。社会保险的主要项目包括养老保险、医疗保险、失业保险、工伤保险、生育保险。建筑施工企业具有点多线长、人员流动性强以及风险高等特点，社会管理工作存在较多困难。为增强员工的工作积极性和向心力，促进企业长远发展，建筑施工企业必须要立足实际，坚持以人为本，不断加强社会保险管理工作。

2. 当前建筑施工企业社会保险管理现状

2.1 社保基金的收缴难度较大。

建筑施工企业的社保基金收缴难度较大，一是因为建筑施工企业的点分布比较散，施工总线比较长，而且施工人员相对分散。施工地点遍布全国很多省市，每一个分公司下面又会管辖很多工程项目部，收缴基金的话必须经过层层汇总，而且需要进行仔细核实后才上报，整个收缴过程比较长，极易出现时间差，造成基金管理滞后。……
