新形势下国有企业综治维稳工作初探

摘  要：国有企业是社会的重要组成部分，对构建社会主义和谐社会，发挥着基础性的作用;随着国有企业改革的不断深入，市场经济的深入发展，现代企业绩效管理等制度的建立实施，各种利益矛盾逐步显现，矛盾调处难度加大，直接关系企业的稳定发展、社会的和谐;如何搞好国有企业综治维稳工作，为企业生产经营发展创造安全稳定的内部环境，显得尤为重要。

Abstract：State-owned enterprises are an important part of society，play a fundamental role in building a harmonious socialist society;with the continuous deepening of state-owned enterprise reform，in-depth development of the market economy，the establishment and implementation of modern enterprise performance management system，various conflicts of interest gradually emerge，increased difficulty in handling contradictions，directly related to the stable development of enterprises、social harmony;how to do a good job in the comprehensive management of state-owned enterprises and maintain a safe and stable internal environment for the production and operation of enterprises is particularly important.

勝利发电厂是中国石油化工集团公司最大的自备电厂，主要担负着胜利油田生产生活用电和区域集中供热任务。全厂现有5 台热电联产机组，装机总量为170 万千瓦，供热能力2500 万平方米;厂区内有氨区、油罐区、氢站等重点要害部位，作为国家二级反恐防范重点目标，承担胜利油田经济责任、社会和谐稳定责任。

一、提高政治站位，落实综治维稳责任

习近平总书记强调，发展是硬道理，稳定也是硬道理，抓发展、抓稳定两手都要硬，要确保人民安居乐业、社会安定有序、国家长治久安。根据中央指示精神，该厂不断增强综治维稳工作的责任感和使命感。

（一）、提高政治站位，强化组织领导

综合治理坚持一把手负总责的原则，成立了以党委书记、厂长为组长，副书记为副组长的社会综合治理工作领导小组，治安保卫中心为具体业务责任部门，制定落实安保维稳相关管理规章制度和措施[1]。
