航空承运人运行中心（AOC）体系评估研究

摘要：航空承运人运行中心（AOC，Airline Operation Center）是组织实施飞行运行的指挥中心，是航空公司航班运输生产中心、信息中心与协调中心，对航空公司起至关重要的作用。但如今，随着中国航空运输量的剧增，AOC显现出了诸多不足之处，如何有效评价运控中心体系的优劣格外重要，这有利于航空公司了解其AOC体系中各部分的优劣情况，加强运控中心建设。文章以咨询通告为标准，从AOC的体系模型出发，在团队、流程设施与系统3方面构建出了25个评价指标，并利用层次分析法构建了综合评估模型，分析出各评价指标所占的权重。计算结果表明，建立的4个判断矩阵一致性比例（CR）均小于0.1，具有较好的一致性，层次单排序结果与总排序结果均满足一致性检验的要求。

Abstract： Airline Operation Center （AOC） is a command center for organizing and implementing flight operations， as well as an airline flight transportation production center， information center and coordination center， which plays a vital role for airlines. But now， with the rapid increase in China's air traffic， AOC has shown many shortcomings， how to evaluate the pros and cons of the AOC system is particularly important， which is helpful for airlines to understand the pros and cons of each part of its AOC system and strengthen the AOC. The article takes Advisory Circular as standard， starting from the AOC system model， constructs 25 evaluation indicators in the aspects of team， process facilities and system， and uses the analytic hierarchy process to construct a comprehensive evaluation model to analyze the weight of each evaluation index. The calculation results show that the CR of the four judgement matrices established is less than 0.1， which has good consistency. The results of the hierarchical single sorting and the total sorting meet the requirements of the consistency test.
