武器装备研制过程质量管理体系运行风险分析

摘要：本文通过对武器装备研制的质量管理体系过程进行识别、梳理和细化，基于“优序法”对过程进行了重要度排序，识别出其中的关键过程;此后，综合考虑风险发生概率及后果严重程度，运用风险矩阵法对影响关键过程实现的风险因素进行识别和等级划分。本文以“外包管理过程”为例，通过定义监控指标、规范数据标准并选定评价方法对数据进行处理，同时通过对风险进行分级综合评价，起到及时预警和风险规避作用，进一步提升风险监控效率，确保武器装备研制的稳定性。

Abstract： In this paper， the quality management system process of weapon equipment development is identified， combed and refined， and the importance of the process is ranked based on the "priority method" to identify the key processes. After that， the risk factors affecting the realization of key processes are identified and graded by using the risk matrix method， considering the probability of risk occurrence and the severity of the consequences. Besides， this paper defines monitoring indicators， standardizes data standards and selects evaluation methods to process the data on the "outsourcing management process". Meanwhile， it conducts graded comprehensive evaluation on risks， which plays a role of timely warning and risk avoidance， further improves the risk monitoring efficiency， and ensures the stability of weapon equipment development.

0  引言

武器装备研制从周期上讲，涵盖从项目立项、方案论证到设计定型的全阶段;从产品结构上讲，涵盖包括总体、组/部件和零件的研制生产和服务在内的全产业链。随着现代战争技术的进一步升级，用户对装备性能和可靠性的要求随之提高。新型武器装备技术跨度大，“四新”（新技术、新材料、新工艺、新器件）应用多，研制周期长，导致武器装备的研制过程充满了风险和不确定性。因此，如何应用科学方法对武器装备研制风险进行有效的甄别并加以控制，对降低研制成本，保证产品质量具有重要意义。

美国国防部从20世纪60年代就开始了装备研制风险管理领域的研究[1]。目前，国内专家学者在该领域也进行了大量研究：李勘[2]从武器项目研制的环境、技术、管理组……
