罗山县茶产业现状及发展对策

摘要    发展“四优”、推进“四化”是河南省建设现代农业强省，加快农业转方式、调结构的重要突破口。文章阐述了罗山县茶产业发展现状，分析了罗山县茶产业发展存在的问题，从促进茶产业“四化”的角度，提出了从加强政策支持力度，推广应用优良品种和高效生产技术，制定产业标准化体系，培育壮大龙头茶企，实施“茶+旅游”战略等方面促进茶产业高质量发展的建议。

Abstract    The development of "four superiorities" and the promotion of "four modernizations" are important breakthroughs for Henan Province to build a strong modern agricultural province， speed up agricultural transformation and adjust its structure. This paper expounded the status of tea industry development， analyzed the problems existing in the development of tea industry in Luoshan County. From the perspective of promoting the "four mode-rnizations" of the tea industry， we proposed to strengthen policy support，  promote the application of good varieties and efficient production technology， formulate an industrial standardization system， cultivate and expand the leading tea enterprises， and implement the "tea+tourism" strategy to promote highquality development of tea industry.

近年來，河南省委、省政府立足河南实际，围绕加快建设现代农业强省目标，提出了发展“四优”、推进“四化”（即重点发展优质小麦、优质花生、优质草畜、优质林果，大力调整农业结构，统筹推进布局区域化、经营规模化、生产标准化、发展产业化）是当前和今后一个时期推动河南省农业供给侧结构性改革的重要抓手，也是河南省加快农业转方式、调结构的重要突破口。笔者根据罗山县茶产业发展现状，以促进罗山茶产业“四化”发展为目标，结合罗山县茶产业转型升级需求，对罗山县茶产业现状、存在的问题进行阐述，并提出罗山县茶产业发展的相应对策，旨在为促进茶产业发展提供借鉴。

1    罗山县茶产业发展现状

罗山县位于河南省南部，信阳市东部，大别山北麓，淮河南岸，地处亚热带湿润区的北部边缘，属亚热带向暖温带过渡地带，具有典型的过渡性气候特点，气候温和、四季分明、雨量充沛，自然资源丰富，年日照数21 178 h，年平均气温15.1 ℃，无霜期220～230 d，年平均降水量为1 149.7 mm。……
