关于加强基层人大全口径预决算审查监督的若干思考

【摘  要】论文首先阐述了加强基层人大对财政预算决算审查的重要意义，然后分析总结近年来基层人大预决算审查监督的现状和存在问题，最后探讨基层人大在推动全口径预决算审查的对策和建议。

【Abstract】This paper firstly expounds the importance of strengthening the examination of the financial budget and final accounts of the grass-roots people's congress， then analyzes and summarizes the current situation and existing problems of the examination and supervision of the grass-roots people's congresses in recent years， and finally discusses the countermeasures and suggestions of the grass-roots people's congresses in promoting the examination of the full caliber budgets and final accounts.

1 引言

审查和批准政府预决算、监督预算的执行，切实为人民管好“钱袋子”，是宪法和预算法、监督法等法律赋予地方各级人大及其常委会的重要职责，也是贯彻落实“财政资金取之于民、用之于民”，促进依法理财的根本保证。党的十八大以来，全国人大及其常委会按照中央的决策和部署，先后出台了改进审计查出问题整改情况向全国人大常委会报告的机制、建立国务院向全国人大常委会报告国有资产管理情况制度、人大预算审查监督重点向支出预算和政策拓展的指导意见，通过修改预算法的决定，积极推进预算联网监督工作。这充分表明加强人大预算审查监督的必要性、迫切性和重要作用，也意味着人大预决算审查监督的范围更广、力度更大、要求更严。

2 基层人大对预决算审查监督的实践

近年来，基层人大及其常委会按照中央和全国人大的有关部署，根据预算法、监督法等法律的有关规定，依法加强预算决算审查监督，逐步规范，不断创新，做了大量工作。

2.1 全面覆盖，构建全口径预决算框架体系

目前，区级已经形成了全口径预算框架体系，包括公共财政预算、政府性基金预算、国有资本经营预算、社会保险基金预算（区级社保基金由市级统筹）、政府性债务。……
