基于AHP分析法的社会运营合作伙伴选择评价体系

【摘  要】论文构建了基于账务能力、技术实力、社会影响、组织管理4个二级指标、11个三级指标的评价体系，并应用层次分析法进行定量分析，确定各指标的影响权重，提出了在选择运营服务社会合作伙伴时，重点考察技术实力、经济实力及企业的风险管理能力。

【Abstract】This paper constructs the evaluation system based on four secondary indexes， such as accounting capability， technical strength， social impact， and organizational management， and eleven tertiary index， and carries on the quantitative analysis of the application of analytic hierarchy process， determines the influence weight of each index and puts forward that when selecting social partners for operation and service， the focus should be on the technical strength， economic strength and enterprise risk management ability.

1 引言

目前，综合管廊后期運营服务的研究相对较少。在项目伙伴关系方面有相关的研究，田海涛从技术、账务、经验、管理和信誉等方面研究了工程项目伙伴关系[1];石世英等研究了信任、承诺和合同等对PPP伙伴关系的影响[2];习怡衡等提出了供应链维持伙伴关系的基本条件[3]。以上研究为综合管廊运营服务合作伙伴选择提供研究思路。因此，本文根据综合管廊项目的特点，构建评价指标体系，为其运营服务社会合作伙伴选择提供决策依据。

2 评价指标体系的构建

本文采用层次分析法研究影响社会合作伙伴评价的因素。

2.1 指标体系的建立

采用发放调查问卷方式征询专家意见，所选专家是与综合管廊项目或城市市政管线相关单位的人员。共发放120份问卷，收回104份，剔除3份不合格问卷，有效问卷101份，有效问卷回收率为84.2%，有效调查问卷满足要求。在101份有效问卷中，15.2%来自于政府部门，18.7%来自于市政部门，11.8%来自于PPP咨询单位，21.2%来自于综合管廊建设单位，33.1%来自于管线权属单位。其中，10年以上工作经验的24人，5到10年工作经验的39人，3到5年工作经验的26人，3年以下工作经验的31人。……
