山东省高技术企业突破性创新驱动发展的动力机制分析

摘要：实施创新驱动发展战略，是我国改革发展关键时期的重大抉择。高技术企业如何在创新驱动发展战略背景下实现突破性创新，是学术界和实业界亟待解决的现实问题。通过分析山东省高技术行业中突破性创新的驱动机制发现：第一，山东省高技术企业应充分运用自身资源和外部驱动力形成创新发展优势;第二，山东省高技术企业内部应引进优质资源并加快自主创新步伐，在企业外部应注重市场导向和保护企业自身权利。

Abstract： Implementing an innovation-driven development strategy is an important choice for China in the critical period of reform and development. How to achieve breakthrough innovation in the context of innovation-driven development strategy for high-tech enterprises is a real problem to be solved urgently by academia and industry. By analyzing the driving mechanism of breakthrough innovation in the high-tech industry in Shandong Province， it is found that： first， high-tech enterprises in Shandong Province should make full use of their own resources and external driving forces to form innovation and development advantages; second， high-tech enterprises in Shandong Province should introduce high-quality internal resources and accelerate the pace of independent innovation， outside the enterprise should focus on market orientation and protect the company's own rights.

1  绪论

创新驱动战略是我国促进改革发展的重大举措，开启了我国加快建设创新型国家、迈向科技强国的新征途。在创新驱动发展战略背景下，山东省正处于新旧动能转换关键期，高技术企业是生成新动能的先驱和主力军。如何借助创新的方法探索高技术企业突破性创新驱动发展趋势并以此来引领创新，如何对其进行有效治理实现高技术企业和创新要素资源对接以支持高技术企业实现赶超发展，以此支持新旧动能代谢成为亟待解决的现实问题。

山东省高技术企业需着力于以创新驱动提高质量和效益，以推动山东省经济高质量、高效益的发展，加快促进我国高技术企业社会经济的全面发展，并为新进入行业提供借鉴，以降低目前创业失败的可能性或避免因为技术创新瓶颈不适而导致破产事项发生的概率。……
