“区块链+”技术在社会公益领域中的应用探讨

摘要：针对目前我国公益慈善组织监管缺失、运作不透明、信息不对称等问题，本文提出“区块链+公益慈善”的新模式。这一应用模式能推动我国公益慈善事业的发展，加强公益慈善项目的有效性，提高社会资源的利用率，有效监管每一笔慈善捐款。通过对区块链技术应用于公益领域的优势分析，有助于推动我国精准扶贫政策的顺利展开，真正将社会与政府的慈善捐助及监督管理落到实处。

Abstract： Aiming at the current problems of lack of supervision， opaque operation and asymmetric information of public charity organizations in China， a new model of "blockchain + public charity" was proposed. This application mode can promote the development of China's charitable undertakings， strengthen the effectiveness of charitable projects， improve the utilization of social resources， and effectively supervise every charitable donation. Through the analysis of the advantages of block chain technology in the field of public welfare， it is helpful to promote the smooth implementation of China's targeted poverty alleviation policy and truly implement the charitable donation， supervision and management of the society and the government.

0  引言

根据国家统计局发布的《2019年国民经济和社会发展统计公报》显示，我国仍有近551万人处于贫困状态，贫困地区农村居民每月人均可支配收入不足千元，巨大的贫富差距严重阻碍了我国构建社会主义和谐社会的步伐[1]。在我国精准扶贫的进程中，社会慈善机构发挥着非常重要的作用。然而，现有的慈善机构面临着诸多难题，如活动范围和受助对象受限、监管审查耗时耗力、公信力下降等，由此慈善机构很难以高效的方式致力于精准扶贫工作。为此，本文提出一种透明、便捷、有效的公益慈善新模式，利用“区块链+慈善公益”提升我国的公益组织的公信力，推动我国精准扶贫有效进行，助力我国全面小康建设。

1  研究背景
