探究新时期加强国有企业基层建设路径

摘要：国有企业是中国特色社会主义的重要物质基础，是政兴国的重要支柱和依靠力量，要切实加强对国有企业的全面领导。要推进国企基层理念创新、机制创新、手段创新，不断增强基层党组织的政治功能和组织力，把国有企业基层打造成为坚强战斗堡垒。本文通过分析新时期加强国有企业基层建设的重要性和必要性，阐述了加强国有企业基层建设的基本原则，指出了国有企业基层建设所面临的实际问题，对新时期加强国有企业基层建设的主要路径进行了探索和研究。

Abstract： State-owned enterprises are an important material foundation of socialism with Chinese characteristics and an important pillar and relying force for political prosperity. It is necessary to effectively strengthen the overall leadership of state-owned enterprises， to promote the innovation of basic-level ideas， mechanisms， and methods of state-owned enterprises， to continuously strengthen the political functions and organizational capabilities of grass-roots party organizations， and to build the grass-roots of state-owned enterprises into strong fighting forts. By analyzing the importance and necessity of strengthening the grass-roots construction of state-owned enterprises in the new period， the basic principles of strengthening the grass-roots construction of state-owned enterprises are explained， and the practical problems faced by the grass-roots construction of state-owned enterprises are pointed out. The main path of strengthening the grass-roots construction of state-owned enterprises in the new period is explored and studied.

一、前言

基層建设是国有企业全部工作和战斗力的基础，基层建设是工作中最主要的内容和最基础的环节。要加强对国有企业的全面领导，就要坚持抓基层打基础，找准基层服务生产经营、凝聚职工群众、参与基层治理的着力点，通过增强基层向心力、凝聚力和战斗力，有效践行宗旨和群众路线，进而把基层的每一位成员的先进性挖掘出来，尤其在新时期的背景下，要坚持中国特色现代企业制度改革方向，不断地创新制度机制和方法手段，决策部署在国有企业有效贯彻和落实。

二、新时期加强国有企业基层建设的重要性

国有基层建设在群众之间起着非常重要的作用。

（一）团结基层群众的基础

基层组织开展工作的基本单元，与一线群众接触最密切，工作最频繁，是凝聚群众服务群众的窗口。国有企业基层组织肩负着组织引导、职工在企业中代表的形象，是基层职工、群众的主心骨。……
