摘 要:本文重点围绕企业科研试飞团队管理模式建设提出几点确保科研试飞过程安全运行的良策。科研试飞事业是崇高的,又是具有风险的。2016年国务院颁发《关于促进通用航空发展的指导意见》后,我国通用飞机的制造量和需求量大幅提升,科研试飞过程中的飞行安全成为企业的关注重点。科研试飞风险是建立在科学实验之上的一种特殊情况,风险是可以用科学的态度、严谨的飞行作风和正确的方法进行预防和处置的。切实抓安全管理,苦练飞行技术,优化飞行作风,坚守规章制度,加强预想和预防,是把控试飞风险的安全守则。通过分析企业科研试飞员技术与管理的现状,为企业科研能良好的安全运营打下坚实的基础。

Abstract:This paper focuses on the management mode construction of enterprise scientific research and flight test team,and puts forward some good strategies to ensure the safe operation of scientific research and flight test process.The cause of scientific research and flight test is lofty and risky.After the State Council issued the guidance on promoting the development of general aviation in 2016,the manufacturing and demand of general aircraft in China has increased significantly,and the flight safety in the process of scientific research and flight test has become the focus of enterprises.The risk of scientific research flight test is a special case based on scientific experiments.Risk can be prevented and disposed with scientific attitude,rigorous flying style and correct methods.It is a safety code to control the risk of flight test by focusing on safety management,hard training of flight technology,optimizing flight style,adhering to rules and regulations,strengthening anticipation and prevention.Through the analysis of the status quo of technology and management of enterprise scientific research test pilots,it lays a solid foundation for good safety operation of enterprise scientific research.

自航空器誕生以来,航空安全就与人类结下了不解之缘,安全是航空生存发展的生命线和行业特点的必然要求[1],与飞行事故做斗争成为飞行行业共同面对的一个重大课题。航空试飞岗位是崇高神圣的,又是具有风险的。但是这种试飞风险是建立在科学之上的一种特殊情况,这种风险在某种程度上是可以预防的,也是可以用科学的态度、严谨的飞行作风和正确的方法进行处置的。近年来我国政策大力支持通用航空发展,制造企业规模随之急速增长,试飞员在生产一线与新型航空器不断磨合、不断试验数据,而科研试飞任务需要高度集中精力,任何一个环节紧紧相扣,高危的工作性质更需良好的技术能力与思想作风,因此试飞队伍的日常管理建设尤为重要。……
