独立学院迁址办学对地方经济社会发展的促进作用研究

摘 要：高等教育是教育事业的重要组成部分，对国家的经济建设、科技进步和社会发展发挥了重要作用，而独立学院则是高等教育不可或缺的一部分。目前，独立学院迁址办学已经成为了时代发展的迫切需要和必然选择。该文以南京医科大学康达学院为例，探讨独立学院迁址办学对地方经济社会发展的促进作用。自迁址连云港办学以来，经过几年的探索发展，学院在优化高等教育资源区域布局、培养医疗卫生人才、助力健康城市建设、服务区域经济增长、提升城市知名度、谋划区域高等教育事业发展、提升城市人口素质等领域做出了有益、有效、有成的贡献。可以说，独立学院与地方经济社会的发展紧密相连，深度融合，互相促进，形成了良性循环发展态势的新格局。

Research on the Promotion of Local Economic and Social Development of Independent Colleges by Relocation

——Take Kangda College of Nanjing Medical University as an Example

Abstract： Higher education is an important part of education and has played an important role in the country's economic construction， scientific and technological progress， and social development. Independent colleges are an indispensable part of higher education. At present， the relocation of independent colleges has become an urgent need and an inevitable choice for the development of the times. This article takes Kangda College of Nanjing Medical University as an example to discuss the promotion of local economic and social development by the relocation of independent colleges. Since moving to Lianyungang to run the school， after several years of exploration and development， the college has been optimizing the regional distribution of higher education resources， cultivating medical and health personnel， helping the construction of healthy cities， serving regional economic growth， enhancing the city’s popularity， and planning the development and promotion of regional higher education. The quality of urban population and other fields have made useful， effective and successful contributions. It can be said that independent colleges are closely connected with local economic and social development， deeply integrated， and mutually promoted， forming a new pattern of virtuous circular development.

1  独立学院迁址办学的现实要求

教育是国之大计，党之大计。而高等教育是教育事业的重要组成部分，对国家的经济建设、科技进步和社会发展发挥了重要作用。目前，从中央到地方各级政府都在积极推动高等教育的地域均衡发展，而部分高等教育欠发达城市对发展高等教育事业更是有着强烈需求[1]，因此独立学院迁址办学成为时代发展的迫切需要和必然选择。

根据教育部2008年第26号令《独立学院设置与管理办法》规定，“独立学院的设置标准参照普通本科高等学校的设置标准执行”;要求校园面积“不少于500亩的国有土地使用证或国有土地建设用地规划许可证”。……
