创新驱动下的科技报告服务影响因素研究

摘 要：[目的/意义]科技报告是科学研究工作的重要产物，是国家科技创新的战略性资源之一。本文以推动科技报告服务深化进程，提高科技报告服务能力为主要研究目的，探索科技报告服务工作推进的影响因素。[方法/过程]通过对科技报告服务机构21名工作人员的深度访谈资料进行扎根理论分析，梳理与归纳影响科技报告服务工作深化推进的101个概念和20个范畴，并形成8个主范畴，归纳至4个维度，最终构建科技报告服务影响因素的GPQV理论模型。[结果/结论]研究结果发现，在创新驱动环境下，科技报告服务工作深化推进受科技报告服务治理、服务平台、服务质量以及服务价值感知4个维度的综合影响。

Abstract：[Purpose/Significance]Scientific and Technological Report is an important product of scientific research，and it is one of the strategic resources of national scientific and technology innovation.This paper aims to promote the deepening process of Scientific and Technological Report service and improve the ability of Scientific and Technological Report service，and explore the factors affecting the advancement of Scientific and Technological Report service.[Method/Process]Through grounded theoretical analysis of the in-depth interview data of 21 staffs in Scientific and Technological Report service agencies，this paper sorted out and summarized 101 concepts and 20 categories that affected the deepening of Scientific and Technological Report service，and formed 8 main categories，summed up to 4 dimensions，and finally a GPQV theoretical model of the influencing factors of Scientific and Technological Report service was built.[Results/Conclusion]The research results showed that in an innovation-driven environment，the deepening of Scientific and Technological Report service was comprehensively influenced by four dimensions，i.e.service governance，service platform，service quality and service value perception.

數智时代，我国科学研究工作逐渐向以数据为创新驱动的全新阶段迈进，科学研究过程中产生的大量科学研究数据，成为我国发展科技工作的重要战略资源。国务院在《促进大数据发展行动纲要》中强调：要发展科学大数据，积极推动由国家公共财政支持的公益性科研活动获取和产生的科学数据逐步开放共享[1]。因此，最大化利用和挖掘科学技术文献所蕴含的宝藏，是促进科技创新的关键之一[2]。科技报告是科研人员详细记录其科研过程的一种特定文献[3]，它是科学研究工作的重要产物和科技情报的重要载体，是国家科技创新的战略性资源之一。……
