云南农业多功能拓展策略研究

摘要 農业本身就是一个多功能体，农业多功能性是指农业具有经济、生态、社会和文化等多方面的功能。随着我国经济在较长时期保持高速度增长，农业的基础性支撑作用在不断增强，其生态、文化、社会等功能地位逐步显现，拓展农业的多功能性，发展多功能农业是农业发展与进步的必然趋势，是传统农业发展向现代农业发展转变的必然结果，更是实现乡村振兴政策的目标。充分利用云南气候资源、农业产业、民族文化等多样性优势，努力拓展高原特色农业的多样性，在生产出更多“云系”“滇牌”特色农产品，打造云南在全国乃至世界有优势、有影响、有竞争力的绿色农产品品牌的同时，拓展农业生态保护、观光休闲、文化传承等功能，对延长农业产业链、拓展农业价值链，全面提升云南农业的综合效益，不断壮大农业经济实力，持续增加农民收入等方面有重要意义。

Abstract Agriculture itself is a multifunctional body. Agricultural multifunctionality means that agriculture has economic， ecological， social and cultural functions. As Chinas economy has maintained a high growth rate for a long period，the basic supporting role of agriculture is constantly increasing， and its ecological， cultural， and social functions have gradually emerged. It has expanded the versatility of agriculture and the development of multifunctional agriculture is the inevitable result of the transition from the development of traditional agriculture to the development of modern agriculture， and it is also the goal of realizing the policy of rural revitalization. Make full use of the diversity advantages of Yunnans climate resources， agricultural industry， national culture， etc.， strive to expand the diversity of plateauspecific agriculture， produce more “Yun” and “Dian” brand agricultural products， and create Yunnans a influential and competitive brand of green agricultural products predomiant in the country and even the world，at the same time， expand the functions of agricultural ecological protection， tourism and leisure， cultural inheritance， etc.

It is of great significance to extend the agricultural industry chain， expand the agricultural value chain， comprehensively improve the comprehensive benefits of Yunnans agriculture， continuously strengthen the agricultural economy， and continue to increase farmers income.

随着传统农业向现代农业的转变，农业除了承担为全社会提供生活资料、为轻工业提供原料、为农用工业产品提供市场、为工业化和城市化提供积累和劳动力、为国家创汇等传统经济功能外，还应该承担起保障农民就业、保护资源环境、文化休闲和农业文化的传承等社会和环境方面的非经济生产功能[1]。拓展农业的多功能性，发展多功能农业是农业发展与进步的必然趋势，是传统农业发展向现代农业发展转变的必然结果。……
