促淤圈围工程独特性与其投资控制对策

摘 要：促淤圈围工程是滩涂整治的一项重要工程内容，因促淤圈围多处于常年淤积的江、河入海口，是对江、河上游带来泥砂合理利用的工程措施。因该工程措施位于常年沉积的泥砂软基上，因此工程本身具有其独特性，其造价控制因软基的沉降、积淤等因素具有其独特的特性及难点。本文主要将该类项目管理及投资控制的成功经验进行总结，将项目投资控制过程中“将现行定额与项目实体进行有效的衔接”的经验与同行分享，为后期同类项目的投资控制提供借鉴和参考。

Abstract： The silt-promoting ring enclosure project is an important part of the tidal flat remediation. 促淤工程是指在淤泥質滩涂上采用工程或生物措施，使滩涂加速淤积抬升滩涂高程。圈围工程是在达到一定高程的滩涂或前期促淤的基础上建造圈围大堤，使滩涂成陆。促淤圈围工程一般分2个阶段实施，即促淤和圈围。也可分一阶段实施，即直接圈围。具体根据滩涂的高程及项目的条件及要求确定。

1 项目概况

南汇东滩促淤圈围工程位于浦东机场外侧促淤区以南的没冒沙水域，以及大治河延伸以南的-2～-3m高程以上的南汇东滩滩地，紧邻上海东南沿海的重点开发区域南汇及滨海新城临港开发区。2009年6月上海市发展和改革委员会对《南汇东滩促淤圈围工程项目建议书》进行了批复，根批复意见，南汇东滩促淤圈围工程总体实施步骤为先促淤后圈围。
