南四湖流域水生态文明建设评价指标体系构建

摘 要：围绕南四湖地区水生态文明建设，在对流域内水资源开发利用保护、水污染防治、水生态修复、水景观建设、水资源管理等水生态文明建设现状调查的基础上，基于内外部环境和外部条件下态势分析的SWOT法，构建了适用于南四湖流域的水生态文明建设评价指标体系及综合评价方法。将流域水生态文明状况划分为4个等级，利用该评价指标体系和评价方法对南四湖地区典型流域洙赵新河流域进行了水生态文明建设评价，结果表明评价结果与洙赵新河流域现状相符，该评价指标体系及评价方法能够有效识别该流域水生态文明建设的典型问题。

Abstract：According to the analysis of the water resources development and protection， water pollution control， water ecological restoration， water landscape construction and water management of Nansi Lake area， a water ecological civilization evaluation index system and a comprehensive evaluation method were established on the basis of SWOT analysis of internal environment factors and external conditions. The evaluation index system and comprehensive evaluation method were applied to evaluate the water ecological civilization level of Zhuzhaoxin River basin. The evaluation result coincides with the basins present circumstances， which indicates that the evaluation index system and comprehensive evaluation method can correctly identify the main problem in the construction of water ecological civilization of Nansi Lake basin.

建设生态文明是中华民族永续发展的大计。党的十八大报告提出全面落实经济建设、政治建设、文化建设、社会建设和生态文明建设五位一体的总体布局，把生态文明建设提到前所未有的高度。水是生命之源、生产之要、生态之基，是生态系统的控制性要素，水生态文明建设是生态文明建设的重要内容和基础保障。
