资产清查后对农业科研事业单位国有资产管理工作的反思

摘 要：资产清查是夯实资产管理的基础，通过资产清查工作理清家底，对单位资产管理的现状、存在的问题有个全面、准确的认识，进而找出解决问题的办法。结合资产清查工作实践，阐述了新时期、新常态下农业科研事业单位国有资产管理普遍存在的问题，并提出加强资产管理的措施和建议。

Abstract：The inspection of assets is the foundation of strengthening the asset management. Through the inspection of assets， the family property accumulated over a long time was sorted out， and the comprehensive and accurate understanding on the current situation and the existing problems of asset management in the work units was obtained， thus to find out the ways to solve the problems. Combined with the practice of the inspection of assets， the general problems of the state-owned asset management existed in the agricultural scientific research institutions in the new period and new normal were expounded， and the measures and suggestions for strengthening the asset management were put forward.

国有资产是维持科研事业单位正常运行的物资基础和保证。科研事业单位因其社会性质与功能的特殊性，资产购置主要靠财政拨款，维持运转并谋求发展。近年来，国家在“三农”投入上提出“三个持续加大”把农业科技摆在更突出位置，投入逐年增加[1-3]。随着新冠疫情在全球不断发展，经济下行压力较大，财政收入明显下滑，各省财政厅的拨款无法按时下达或拨付资金减少。在这种形势下，作为依靠全额拨款的农业科研事业单位如何从资产清查结果中发现管理漏洞，完善本系统单位国有资产管理机制，防范财务风险，提高資产的运行效率，保障单位科研工作的顺利进行，增强服务“三农”，有效助力农村脱贫攻坚具有重大意义[4-6]。本研究从国有资产清查的角度，对农业科研事业单位国有资产管理中存在的问题和形成原因进行分析，对加强国有资产管理工作的措施进行探讨。
