数字经济框架下的地方性大学：战略定位、内涵建设与行动路径

摘 要 数字经济是经济新常态发展的趋势，服务地方产业是地方大学内涵式发展的重要动力。在数字经济框架下以服务数字经济战略为主线，以推动地方数字产业经济发展为特色，积极构建高水平的产教融合生态体系是地方大学构建“双一流”高校的根本举措。本文立足于地方数字经济产业发展需求为导向，阐述在数字经济背景下地方性大学的战略定位、内涵建设举措及行动路径，以此推进地方性大学的高质量发展。

Local Universities in the Framework of Digital Economy： Strategic Positioning， Connotation Construction and Action Path

Abstract Digital economy is the development trend of the new normal economy， and serving local industries is an important driving force for the connotative development of local universities. Under the framework of digital economy， taking the strategy of serving digital economy as the main line and promoting the development of local digital industry economy as the feature， it is the fundamental measure for local universities to construct "double first-class" universities to actively build a high-level industry education integration ecosystem. Based on the development needs of local digital economy industry， this paper expounds the strategic positioning， connotation construction measures and action path of local universities under the background of digital economy， so as to promote the high-quality development of local universities.

1 数字经济框架下地方性大学的发展概述

1.1 数字经济的概述

数字经济是通过使用数字化手段从而促进经济发展和社会进步的一种经济模式，该经济模式的运转在本质上遵循摩尔定律、达维多定律以及梅特卡夫法则。数字经济是随着信息技术发展而产生的新经济形态，其涵盖数字产业化、产业数字化以及治理数字化。数字经济是我国经济新常态发展的主要特征，以数字经济为代表的新经济成为引领我国经济增长的重要因素。党的十九大以来党中央国务院高度重视数字经济建设，例如近期国务院确定要加大信息基础设施建设力度，由此表明我国数字经济将迎来快速发展的历史契机。
