国际合作基地推动“一带一路”传统医药多维 合作研究实践

〔摘要〕 “一带一路”倡议自提出以来受到很多国家的积极响应。作为中医药“走出去”的先锋，中医药国际合作基地在国家大中医药战略推动下不断发展，积极探索多种途径服务国家战略。湖南中医药大学的中医药民族医药国际科技创新合作基地以传统医药研究的国际合作为纽带，通过整合高校、企业和政府部门多方资源，强化本土与合作国家的中医药国际化复合型人才培养、输出中医药产品和文化等方式来履行国际合作基地传播中医药文化的历史使命。

〔Abstract〕 "The Belt and Road" initiatives has received more and more responses since its inception. The traditional Chinese medicine （TCM） international cooperation base， as the pioneer of TCM "going out"， is driven by the national strategy of TCM， and actively explores various ways to serve the national strategy. Hunan provincial international science & technology innovation cooperation base， which is linked by international cooperation in TCM research， and it has integrated resources of universities， enterprises and government departments， has fulfilled the historical mission of spread TCM culture by the means of strengthening the cultivation of TCM internationalized and compound talents in local and cooperative countries， exporting TCM products and culture.

2013年，國家主席习近平提出了建设“一带一路”的合作倡议。很多国家积极响应，并加入到“一带一路”的建设中。截至2020年11月，中国已经与138个国家、31个国际组织签署201份共建“一带一路”合作文件[1]。在党的十九大召开之际，来自“一带一路”沿线27个国家的32名记者组织负责人应邀来华访问，均高度评价“一带一路”倡议，认为此倡议不仅对中国有益，也造福了世界[2]。国家中医药管理局为推进中医药文化对外传播，配合国家“一带一路”战略，制定了《中医药“一带一路”发展规划（2016-2020）》[3]。自2015年来，湖南中医药大学结合中医药特色，通过“引进来”与“走出去”相结合，牵头立项了“中国-卢森堡”中医药中心[4]和湖南省中医药民族医药国际科技创新合作基地[5]，推动中医药研究“走出去”，也“引进来”了一批对中医药感兴趣的国外研究者来我校深入学习。……
