推动“一带一路”中医药合作构建人类卫生健康共同体的实施路径分析

〔摘要〕 “一帶一路”中医药合作是构建人类卫生健康共同体的重要内容。面对百年未遇的公共卫生危机，“一带一路”中医药合作肩负着维护全球公共卫生安全、推动人类健康可持续发展、促进人类-动物-生态环境和谐共生的历史使命，合作潜力巨大，但一些堵点障碍亟待破解，包括：跨文化背景下中医药理论尚未获得国际广泛认可;中医药国际规范和标准化建设瓶颈需要突破;中药国际研发、海外注册和产业合作结构不够优化;中医药国际化人才队伍不足。未来推动中医药合作高质量发展，需要着力发展品牌化的中医药理论学术交流合作平台，塑造话语体系;加强中医药国际标准化建设合作，提升主动权;推动中医药与现代科技结合加快研发和产业合作，赋予新动能;加大中医药人才培养合作，增强队伍能力，从而为世界贡献中国中医药智慧、知识、技术、产品和服务。

Analysis of the Implementation Pathway to Promote “the Belt and Road” Collaboration on Traditional Chinese Medicine for Building a Global Community of Health for All

〔Abstract〕 “The Belt and Road” collaboration on traditional Chinese medicine （TCM） is one of important components to build a global community of health for all. Confronted with the most serious public health crisis the human kind have ever had in the past century， historical missions for TCM collaboration under “the Belt and Road” are emerging as： protecting global public health security， promoting sustainable health development， and harmonizing the co-existence of humankind-animal-environment. However， some obstacles should be tackled， including： the theory of TCM has not yet been broadly accepted in the world under the background of cross-cultural; bottlenecks needs to be broken through in the standardization of international norms of TCM; lack of talents to support TCM international collaboration; and the structure of TCM collaboration on research and development， overseas registration and industry cooperation are not optimal. In order to promote the TCM collaboration with high quality in the future， we need to focus on the development of a brand-name platform for academic exchange and cooperation of TCM theories， and shape the discourse system; enhance the autonomous by strengthening collaboration on standardization of international TCM norms; promote the integration of TCM and modern science and technology， accelerate R & D and industrial cooperation， and give new impetus to development; and promote the capacity building by strengthening TCM human resources cooperation， and contribute more Chinese wisdom， knowledge， technologies， services and products of TCM to the world.

中医药是中华民族的瑰宝。中国和亚欧地区国家的传统药材和东西方医学及文化在古丝绸之路上交易、传播和交融，促进了中医药和其他国家传统医学理论、诊疗方法和药学的发展丰富，造福了古丝绸之路沿线国家的人民，留下人类医学和文明历史中辉煌的成果。当前，中国携手世界推进“一带一路”建设，中医药在守正创新中，继续为守护人类生命健康做出贡献。……
