河北省农产品生产模式的信息化发展策略研究

【摘  要】传统的农产品生产模式仍存在品种单一、质量参差不齐、农产品的规模经济发展困难等问题，推动农产品生产从传统模式向智能化模式发展迫在眉睫。农业信息化为传统农产品生产模式向智能化模式转变提供了方向和内生动力。目前，河北省农业信息化建设仍存在制度不健全、基础设施投入不足、农民信息化素质较低等问题。论文基于“农户+政府+龙头企业”的新型生产模式，提出河北省农产品生产模式目前存在的问题，并基于农业信息化发展提出河北省农产品生产模式发展的策略和建议。

【Abstract】The traditional production mode of agricultural products still has some problems， such as single variety， uneven quality， and difficulty in developing scale economy of agricultural products. It is urgent to promote the development of agricultural products production from traditional mode to intelligent mode. Agricultural informatization provides direction and endogenous power for the transformation from traditional agricultural products production mode to intelligent mode. At present， there are still some problems existing in the construction of agricultural informatization in Hebei Province， such as imperfect system， insufficient investment in infrastructure and low quality of farmers' informatization. Based on the new production mode of "farmers + government + leading enterprises"， this paper puts forward the problems existing in agricultural products production mode in Hebei Province. Based on the development of agricultural informatization， this paper puts forward the strategies and suggestions for the development of agricultural products production mode in Hebei Province.

1 引言

农业是国民经济的基础，是社会稳定的前提，对维护国家稳定、人民生活具有极其重要的作用。河北省作为一个农业大省，是全国粮、棉、油等作物集中产区之一。农产品生产模式仍然存在种植管理模式单一、农业产业机构不够合理、农产品质量层次良莠不齐、小农经济思想严重等问题。传统的农产品生产模式已经不能满足人民日益增长的美好生活的需要，生产模式和结构亟待发展与转变。

党的十九大作出建设网络强国、数字中国、智慧社会的战略决策。《中共中央、国务院关于实施乡村振兴战略的意见》明确提出，要实施数字乡村战略。《数字乡村发展战略纲要》提出要积极推动农业农村信息化建设，为乡村振兴提供新动能。《2018年河北省农业信息化工作要点》提出围绕实施乡村振兴战略，大力推进现代农业发展，加快数字农业建设，健全农业信息服务体系，提升信息网络安全水平，有力推动全省农业农村现代化建设。……
