基于公共管理视域下的新农村建设发展策略研究

【摘  要】随着社会主义现代化进程的不断推进，我国已经进入了新的发展时期。其中，践行和完成社会主义新农村建设是摆在当下的又一重大历史任务，也是落实科学发展观的有力举措。然而在具体实施中存在着诸多迫于解决的现实性问题，如农村管理工作较为薄弱、农业农村发展基础差、发展能力不足等，很大程度上制约了新农村公共管理的绩效。基于此，论文以公共管理视角为切入点，深入揭示了现阶段新农村建设中存在的问题，并从公共管理的角度提出合理、有针对性的优化策略。

【Abstract】With the continuous advancement of socialist modernization， China has entered a new period of development. Among them， practicing and completing the construction of new socialist countryside is another major historical task， and also a powerful measure to implement the scientific outlook on development. However， there are many practical problems to be solved existing in the implementation， such as the weakness of rural management， the poor foundation of agricultural and rural development， the lack of development ability and so on， which greatly restrict the performance of new rural public management. Based on this， from the perspective of public management， this paper deeply reveals the problems existing in the construction of new countryside at this stage， and puts forward reasonable and targeted optimization strategies from the perspective of public management.

1 引言

建设社会主义新农村是我国重大的战略决策，农村问题也是全党工作的重点所在。自党的十八大以来，习近平总书记多次提出要坚持农业、农村的优先发展，建设美丽乡村。我国新农村建设从新中国成立至今，始终进行着乡村振兴战略的伟大实践，农民的生活水平和居住环境发生了跨越式的改变，随之也推动了农村产业结构和消费结构的变革。但与此同时，我们也应看到现阶段农村建设中存在的短板，如基础差、底子薄，特别是新时期农村公共管理无法实现与城乡一体化进程的高度契合等。为此，在社会主义新农村建设的新的历史时期要全面、充分做到与时俱进，开拓创新，深入探索公共管理视域下我国新农村建设的新的发展要求和改善对策。

2 公共管理在新农村建设中的重要地位
