边缘天气下签派放行的运控能力分析

【摘  要】人们在生活质量不断提高的背景下，越来越愿意选择航空飞行作为出行方式，正是因为航空的便捷与高效给航空事业带来了更加广阔的发展空间，但民航在飞行的过程中也会遇到种种问题，其中边缘天气下签派放行的问题需要得到重视，要保障飞机作为安全性最高的出行方式就需要关注在天气变化下如何把控好签派工作，提高民航公司的签派放行决策能力，解决边缘天气带来的放飞管理问题，真正保证人们的航空安全出行。

【Abstract】Under the background of the continuous improvement of life quality， people are more and more willing to choose air flight as a way of travel. The convenience and efficiency of aviation have brought a broader space for the development of aviation， but civil aviation will also encounter various problems in the process of flight. Among them， the problem of sign-off and release under extreme weather needs to be paid attention to. In order to ensure aircraft as the safest mode of travel， it is necessary to pay attention to how to control the sign-off work under the weather change， improve the decision-making ability of civil aviation companies to sign-off and release， solve the management problem of release caused by extreme weather， and truly ensure the safety of people's aviation travel.

1 引言

航空飞行是受天气影响最大的交通方式之一，而我国地形广阔，受各类因素影响，天气变化较为频繁，无论是准备航空飞行的过程，或是在飞行过程中都容易受到天气变化的剧烈影响，可能会造成航班延迟起飞、返航或备降等各类突发情况。如何真正在这种突发情况下保证我国的航空安全，需要得到各大航空公司的充分注意，出台完善的安全飞行标准，根据边缘天气的变换制定放行策略。真正保障航班管理科学性与合理性，减少航空飞行的潜在危险，根据天象变幻增强航空驾驶员的随机应变能力以及警惕意识，提高航空驾驶员的航空判断能力，真正保障飞行安全。
