基于竞争情报要素的图书馆安全风险预警管理模式研究

摘 要 竞争情报工作与安全风险预警工作类似，但现有的竞争情报工作无法全面满足图书馆安全风险预警管理的要求，需在信息处理、组织架构、技术支撑及制度建设等诸多方面进行改善。本文基于竞争情报管理要素的角度，在对既有竞争情报管理模式进行评析的基础上，提出圆锥体式的管理模式框架，以期提高图书馆安全风险预警管理的及时性、科学性和规范性，实现图书馆的可持续安全风险防范。

Abstract The work of competitive intelligence is similar to the work of crisis early warning， but the existing work of competitive intelligence can not fully meet the requirements of library security crisis early warning management. It needs to be improved in many aspects such as information processing， organization structure， technical support and system construction. Based on the elements of competitive intelligence management， this paper evaluates the existing competitive intelligence management model and puts forward a cone-shaped management model framework， in order to improve the timeliness， scientificity and standardization of library security crisis early-warning management， and to realize the sustainable development of library.

当今社会，各种公共安全事件层出不穷，这些突发的公共安全事件会威胁到社会团体、组织机构以及个人的正常活动[1]。政府与全社会的各类组织不仅要具备良好的安全风险应对能力，而且要加强对危机的有效预警管控，才能在一定程度上降低安全风险系数。图书馆作为一个社会文化组织机构，同样也会受到各种公共安全风险的影响，遭遇各种突发事件的发生。在当今的社会文化大发展大繁荣环境中，如何有效地预防安全风险是图书馆亟需考虑和解决的重要事项。笔者通过比较国内外对竞争情报与安全风险预警关系的研究，发现竞争情报中的一些特定方法，比如内容分析法、情景分析法等在安全风险管理中有较好的预警作用。由此本文在分析安全风险预警管理中涉及到的竞争情报管理要素的基础上，试图对现有的竞争情报模式和特点进行评析[2]，进而通过分析安全预警管理中需要重视的问题，建立起图书馆安全风险预警管理体系，提升图书馆的可持续安全风险防范能力。……
