优化行政事业单位财务管理绩效的策略分析

【摘  要】当前，行政事业单位财务管理当中存在一系列问题，如很多行政事业单位缺乏对财务管理的重视，这使得财务管理绩效难以有效提升，对行政事业单位的正常运行和健康发展产生不利影响。论文对行政事业单位财务管理中存在的问题进行分析和讨论，并且提出相应的优化对策，希望为行政事业单位财务管理绩效的提升提供帮助。

【Abstract】At present， there are a series of problems existing in the financial management in administrative institutions， such as the lack of attention to financial management in many administrative institutions， which makes it difficult to effectively improve the financial management performance， and has a negative impact on the normal operation and healthy development of administrative institutions. This paper analyzes and discusses the problems existing in the financial management in administrative institutions， and puts forward the corresponding optimization countermeasures， hoping to provide help for the improvement of the financial management performance in administrative institutions.

1 引言

作为单位管理的重要组成成分，单位绩效管理关乎单位的经济发展，绩效管理通过科学规范的计量方式对单位的投入产出情况进行判断，进而对绩效进行管理和评价，确定绩效指标。行政事业单位财务管理对于行政事业单位的发展具有重要意义。为此，需要对当前存在的问题进行解决，建立合理的绩效管理体系，展开单位绩效管理的优化，从而促进单位发展。

2 行政事业单位财务管理中存在的短板

行政事业单位财务管理中存在明显的短板，为此相关人员需要引起注意，提高对行政事业单位财务管理的重视程度。

2.1 传统组织生态决定了资金节约意识不足

行政事业单位并不具有盈利的任务，因此，在现实中行政事业单位人员存在资金节约意识不足的情况，很多单位的资金预算精确程度不高，在进行每一项任务工作的过程中，不能提升资金节约使用的自觉性。很多人员本身难以保证财务管理制度的顺利开展。……
