山东烟叶标准化生产现状与对策

摘 要：本文分析了加强烟叶标准化工作的必要性，以及山东烟叶标准化生产现状，提出建立“标准体系、作业指导书、烟农操作手册、考核办法”四位一体的闭环式标准化运行机制，通过修订完善标准体系，编制作业指导书、烟农操作手册，加强标准宣贯和检查考核，推动了烟叶生产整体水平和烟叶质量特色提升，促进了烟农增收，并对今后的烟叶标准化生产重点工作进行了探讨。

Abstract： In this article we analyze the necessity of strengthening tobacco standardization， as well as the current situation of Shandong tobacco standardization production， and proposes the establishment of a four-in-one closed-loop standardization operation mechanism of "standard system， working instructions， tobacco farmers operation manuals， and assessment methods". Through revision and improvement of the standard system， preparation of working instructions and tobacco farmers operating manuals， standard publicity and inspection and assessment can be strengthened， and the overall level of tobacco production and tobacco quality can be promoted， and tobacco farmers income can be increased. The focus of future tobacco standardization work is discussed.

标准化是现代农业的一个重要标志，也是当今世界农业发展的潮流和趋势[1]。农业标准化是指以农业为对象的标准化活动，包括生产、加工、流通等相关的标准体系及其系统的应用，是把农业科研成果和先进技术转化成标准加以实施，并取得最佳经济、生态、社会效益的可持续过程[2]。农业标准化是有效促进农业产业提质增效、转型升级，实现农业绿色发展、高质量发展的关键措施[3]。20世纪80年代初，国家标准总局在开展工业产品综合标准化的同期，开展了农业综合标准化试点。经过漫长的发展，遵循“统一、简化、协调、选优”原则的农业标准化日渐成熟[4]。2017年《标准化法》修订完成，对于促进农业高质量发展具有重要意义[5]。长期以来，国家烟草专卖局高度重视烟草农业标准化工作，大力推进烟叶标准化示范区建设，指导产区运用标准化手段发展和规范烟叶生产经营，取得了显著成效，促进了传统烟草农业向现代烟草农业转变。……
