智慧型政府服务模式构建思路探讨

摘  要：电子政务的出现改变了传统的政府服务模式，提高了政府运作效率，促进了政府事务的开放性。公众享受到的政府服务更加便捷，人们对政府服务的满意度也越来越高。随着我国电子政务建设的不断深入发展，全国掀起了一波创新的电子政务发展浪潮。在电子政务环境下，公众对政府服务的需求越来越多样化，而且水平也越来越高，只有不断创新和不断优化政府服务模式才能满足公众的需求。该文讨论了构建智慧政府服务模型的思想，讨论了大数据支持的智慧政府服务模型，并在此基础上探讨了提高智慧型政府服务能力的措施。

Discussion on the Construction of Intelligent Government Service Mode

Abstract： The emergence of e-government has changed the traditional mode of government service， improved the efficiency of government operation， promoted the openness of government affairs， made the government services enjoyed by the public more convenient and faster， and made the satisfaction of government services higher and higher. With the continuous development of China's e-government construction， all over the country have set off a wave of innovative development of e-government. In the e-government environment， the public demand for government services is more and more diverse， and the level is higher and higher. This paper discusses the construction idea of intelligent government service mode， analyzes the intelligent government service mode supported by big data， and on this basis， analyzes the measures to improve the service ability of intelligent star government.

當前，我国政府服务模式存在的各种问题亟需解决，政府服务模式需要优化，在未来公众需要的是定制的个性化服务、便捷且高效的服务、突破时间及空间界限的服务。因此，当前的政府服务模式需要不断优化改进，并且在未来向智慧型的政府服务模式转变。

1  智慧型政府服务模式构想

智慧政府服务模式，即政府通过充分利用数据技术、信息技术等，实现政府服务的实时感知、高效运作、科学决策、主动服务、智能监督和开放协调，为公众提供更好的质量以及更高效、更强大的服务，满足公众需求的同时，为公众带来舒适、安全、幸福的体验[1]。

在智慧政府服务模型下，政府服务具有更好的服务、更智能的服务、更开放的信息的特征。……
