烟草企业经济运行管理机制存在的问题及对策探讨

【摘  要】我国烟草行业的发展速度持续加快，烟草企业的发展规模也在不断扩大，但是由于烟草企业在长期发展过程中没有对经济运行管理机制进行改革，为烟草企业的发展带来了较多的制约因素，无法促进烟草企业向现代化的方向发展。论文对烟草企业经济运行管理机制中存在的问题进行了深入分析，并针对这些问题提出了相应的解决措施，以期为烟草企业的经济运行管理提供参考。

【Abstract】The development speed of tobacco industry in China is accelerating continuously， and the development scale of tobacco enterprises is also continuously expanding. However， because the tobacco enterprises have not reformed the economic operation management mechanism in the long-term development process， it brings more restrictive factors to the development of tobacco enterprises， which can not promote the development of tobacco enterprises to the direction of modernization. This paper deeply analyzes the problems existing in the economic operation management mechanism in tobacco enterprises， and puts forward corresponding solutions to these problems， so as to provide a reference for the economic operation management in tobacco enterprises.

1 引言

烟草行业在我国经济发展过程中占有重要地位，是我国税收的主要途径之一，如果烟草行业发展出现了不稳定的现象，会给我国经济整体发展带来较大的影响。烟草企业多数属于国有企业，在发展过程中受到传统理念的制约和影响，没有重视到运行管理机制改革的重要性，使得烟草企业在现代社会中面临着较大的发展挑战。因此必须要重点针对烟草行业存在的管理问题进行解决，改变原有的管理理念，创新经济运行管理机制，结合社会发展需求对管理模式进行改进，以此来促进烟草企业的可持续发展。

2 烟草企业经济运行管理机制存在的问题

2.1 经济运行管理机制落后

烟草企业是我国传统的国有企业代表，受到国家财政资金的支持，在运营过程中沒有受到过多的资金压力，所面临的竞争较小，因此忽视了经济运行管理机制的重要性，始终沿用最初的管理模式。……
