医养结合养老模式及对策研究

摘  要：医养结合是提供老龄化群体的高质服务和个性化服务以及实现幸福晚年的重要途径。本文总结我国主要医养结合养老模式成效，分析了我国医养结合发展的制约因素，对提升我国医养结合服务发展提出了完善制度体系，建立协调机制、整合医养结合资源，协同合作运营、完善老年群体的医保、保险制度及加强医养结合人才队伍建设的思路。

Research on the Mode and Countermeasures of Combination of Medical Care and Pension

Abstract： The combination of medical care and pension is an important way to provide high-quality and personalized services for the aging population and to achieve a happy old age. This paper summarizes the effectiveness of the main pension mode of combination of medical care and pension in China， analyzes the restrictive factors of the development of the combination of medical care and pension in China， and puts forward the ideas of improving the system， establishing the coordination mechanism， integrating the resources of the combination of medical care and pension， cooperating in operation， improving the medical insurance and insurance system of the elderly group， and strengthening the construction of the talent team of the combination of medical care and pension.

2019年3月李克強总理在政府工作报道中明确指出：我国60岁以上人口已达2.5亿。要大力发展养老特别是社区养老服务业、改革完善医养结合政策，让老年人拥有幸福的晚年，后来人就有可期的未来。2019年10月，为贯彻落实党中央、国务院决策部署，深入推进医养结合发展，国家卫生健康委联合12部门印发了《关于深入推进医养结合发展的若干意见》，从强化医疗卫生与养老服务衔接等5个方面提出了15项推进医养结合的发展的政策措施。在全球都面临老龄化问题中，医养结合是一项非常体现中国国情的政策制度，是提供老龄化群体的高质服务和个性化服务以及实现幸福晚年的重要途径。

1  医养结合理念由来

医养结合模式是中国解决老龄化急剧增多压力的重要举措。顾名思义，医养结合就是医疗资源和养老资源的结合，这样才符合社会资源利益分配的最大化原则[1-2]。医不仅包括医疗卫生，还包括大康复保健及老年医学;养主要有物质和精神层面的关怀和服务等。……
