科技创新背景下农业科研院所科研管理创新思路探析

摘 要：通过分析新形势下我国科技创新的丰富内涵，探讨了科技创新背景下农业科研院所科研管理工作面临着新的管理任务、新的管理模式和新的管理职责，从党建引领、贯彻文件精神、强化监督管理、加强科研诚信、促进国际交流合作、加快职能转变等方面，提出新形势下农业科研院所科研管理思路创新建议。

Analysis on Innovative Ideas of Scientific Research Management in Agricultural ResearchInstitutions Under the Background of Scientific and Technological Innovation

Abstract： Based on the analysis of the rich connotation of scientific and technological innovation in China under the new situation， the new management tasks， new management modes and new management responsibilities faced in the scientific research management of agricultural research institutions under the background of scientific and technological innovation were discussed in this paper， and then some innovative suggestions on the scientific research management of agricultural research institutions under the new situation were put forward from the following aspects including the guidance of party construction， the implementation of document spirit， the strengthening of supervision and management， the strengthening of scientific research integrity， the promotion of international exchanges and cooperation， and the acceleration of functional transformation， etc.

十八大以來，党中央、国务院进一步强调加快科技创新的重大战略意义，作出坚持把创新作为引领发展第一动力的重要指示，指出加快科技创新是推动高质量发展的需要、是实现人民高品质生活的需要、是构建新发展格局的需要、是顺利开启全面建设社会主义现代化国家新征程的需要，要求广大科学家和科技工作者要肩负起历史责任，坚持“四个面向”，不断向科学技术广度和深度进军[1]。这要求农业科研院所在积极服务并主动融入区域现代农业高质量发展超越新格局过程中，在攻关“卡脖子”农业技术的科技工作中，要把农业科技创新列为第一要务，切实开展创新驱动发展战略，进一步强化农业科技创新引领发展的第一动力。科研管理在科研院所开展各项科技工作中负责核心的业务，承担着重要的职能，包括计划编制、项目管理、成果管理、学科管理、科技条件和对外合作等工作任务[2]。在以科技创新为背景的新形势……
