乡村振兴战略背景下的村庄分类评价指标体系研究

摘  要：全面实施乡村振兴战略是我国“十四五”时期的重要举措，乡村分类是实施乡村振兴的前期阶段，由于村庄发展基础现状、人文因素、自然资源、经济发展的差异性，振兴发展实施路径必然各不相同。以永清乡、金山乡20个行政村为研究对象，通过定性分析法与加权比较法相结合，经过加权计算村庄综合得分，将村庄分为集聚提升类、城郊融合类、特色保护类、搬迁撤并类4类，全面构建村庄分类指标体系。

Abstract： The full implementation of the Rural Revitalization Strategy is an important measure in China's "14th Five-year Plan" period. Rural classification is the early stage of the implementation of Rural Revitalization. Due to the differences in the basic status quo of village development， human factors， natural resources and economic development， the implementation path of revitalization and development must be different. Taking 20 administrative villages in Yongqing township and Jinshan Township as the research object， through the combination of qualitative analysis method and weighted comparison method， the comprehensive score of the weighted villages was calculated， the villages are divided into four categories： agglomeration and promotion， suburban integration， characteristic protection and relocation and merger， so as to comprehensively construct the village classification index system.

改革開放以来，我国城市化和工业化的进程取得了巨大的成就，在这一过程中，城市的面貌发生了翻天覆地的变化，但与此同时广大农村地区的发展却出现了停滞和后退的现象，我国发展不平衡、不充分的主要矛盾也大多表现在农村地区。自2017年习近平总书记在党的十九大报告中提出实施乡村振兴战略以来，我国农村地区全面推行振兴行动，坚持规划先行、科学谋划，省市县三级政府依次推进阶段性区域乡村振兴战略规划，万亿级资金正有序流入农村地区，按照《乡村振兴战略规划（2018—2022年）》明确提出“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”的总要求，分类推进村庄发展路径，避免“一刀切”，探索我国新时代、新阶段村庄发展多样化、多元化、多方参与的创新模式[1]。

1  村庄分类指标确定及研究方法

按照《乡村振兴战略规划（2018—2022年）》分类推进乡村发展要求，根据村庄的发展特性，将村庄划分为集聚提升类、城郊融合类、特色保护类、搬迁撤并类这4类进行差异化发展[2-8]。……
