乡村振兴战略背景下农村土地整治思路与发展方向

摘要 党的十九大明确将乡村振兴战略提上重要议事日程，其主要目的是彻底解决“三农”问题和实现农业农村现代化，全面实现乡村振兴的关键在于选择路径。农村土地整治对乡村的经济、社会、生态均会产生重要影响，也是乡村振兴战略顺利推进的突破口。分析了农村土地整治现存的主要问题，探讨了乡村振兴战略背景下农村土地整治的思路，提出了乡村振兴战略背景下农村土地整治发展的方向，以期为农村可持续发展提供理论参考。

Abstract The rural revitalization strategy is a long-term strategic plan proposed by the state to solve the “three rural” problems and realize the modernization of agriculture and rural areas.The key to comprehensively realizing rural revitalization lies in choosing a path.Rural land remediation will have an important impact on the economy， society， and ecology of the village， and it is also a breakthrough point for the smooth advancement of the rural revitalization strategy.The article analyzes the main existing problems of rural land consolidation， and discusses

the ideas of rural land consolidation under the background of rural revitalization strategy，it puts forward the development direction of rural land consolidation under the background of rural revitalization strategy， in order to provide a theoretical reference for the comprehensive implementation of rural revitalization strategy.

目前，我国正处于城镇化快速发展阶段，城镇化进程的推进促进了城市的发展，但同时也出现了诸如宅基地闲置、耕地撂荒、环境恶化等问题，已成为实现农村现代化的主要短板[1]。乡村振兴战略的提出明确了农业、农村优先发展的导向，期望能彻底调整城乡发展的关系，解决好城乡发展不平衡问题，不断促进城乡逐步进入融合发展阶段。农村社会经济发展的要素是人口、土地、产业，可以说实现乡村振兴的关键是要协调好农村人口、土地和产业之间的关系[2]。自实施乡村振兴战略以来，我国农业生产能力得到了快速提升，农村人居环境得到了明显改善，农民的收入也不断提高，乡村建设取得了重大进展[3]。……
