浅谈加强军工科研单位采购物流管理的对策

摘要： 物资采购管理是企业管理的一个重要组成部分，也是供应链管理中的一个重要环节。企业为了提高管理水平，实现企业价值的重要作用，就需要加强对采购的管理。而军工科研事业单位物资采购管理同样具有必要性和重要性，同时由于单位性质、所承担的任务的特殊性也决定了其物资采购管理的特殊性。文章对军工科研单位采购物流管理中存在的局限性进行了分析，从制度建设、采购绩效评价、构建信息资源管理平台三个方面，探讨了加强采购物流管理的对策。

Abstract： Material procurement management is an important part of enterprise management， and also an important link in the supply chain management. In order to improve the level of management and realize the value of the enterprise， it is necessary to strengthen the management of purchasing. It is important and necessary to for the military scientific research institutions to strengthen purchasing management. At the same time， the nature of the institutions and their special task also determines the particularity of the material procurement management. The limitations of the military scientific research institution procurement logistics management are analyzed. Countermeasures are discussed from three aspects： system construction， procurement performance evaluation and information resource management platform construction.

0 引言

采购物流是指组织中物质资料从生产这或中间商的供应开始，到企业购进后投入生产前的一系列物流活动。而采购物流成本所涉及的采购管理以及运势、检验和返工等所造成的费用。企业的管理目标就是能够充足的保证组织的物资供应，在实施物流管理的时候，需要在确保质量适当的时候，能够用合适的价格从供应商那里采购到适当数量的物资和服务，实现采购、供应等同步运作。

因此，为了能够对采购物流管理地位有着正确的认识，就需要培植现代采购物流管理理念，采取有效的措施，加强对采购物流全过程的管理和控制，构建统一的采购物流信息资源管理平台，对全面提升物资采购物流管理水平，提高组织经济效益具有重要的理论和现实意义。……
