规章制度在研究所管理工作中发挥作用的实践

[摘要]研究所要管理到位、科研事业发展，必须有一整套符合实际、切实可行的规章制度作保障。我们对中国医学科学院医药生物技术研究所规章制度在管理工作中发挥作用的实践进行了分析和探讨，提出规章制度的现状、管理工作面临的问题及发挥规章制度在管理中的作用。

[Abstract] Research institute of management in place, research and development, there must be a set of practical, workable rules to ensure. Institute of Medicinal Biotechnology Chinese Academy of Medical Sciences regulations play the role of practice in the management of work are analyzed and discussed，we present the rules and regulations of the situation, management problems and play a role in the management of the rules and regulation.

规章制度是党政机关、企事业单位、社会团体制定的旨在保证各项活动的正常运行,要求全体成员或特定对象共同遵守的,具有法规性和约束力的文书。规定、章程、制度、办法、规则、守则、条例、规程、公约、须知等都属于规章制度的范畴[1]。规章制度对社会经济、科学技术、文化教育事业的发展，对社会公共秩序的维护，有着十分重要的作用。研究所要管理到位、科研事业发展，必须有一整套符合实际、切实可行的规章制度作保障。我们对中国医学科学院医药生物技术研究所规章制度在管理工作中发挥作用的实践进行了分析和探讨。

1 规章制度现状

医药生物技术研究所成立于1958年，是我国主要的微生物药物研究机构。原有的规章制度大多是20世纪80年代制定的，有很大一部分已明显不适应现代科研工作的需要，甚至阻碍了科研事业的发展，急需修订和完善；另一方面，现行的一些管理工作又没有与之配套的规章制度可循，常常是就事论事，靠直觉判断做决定。
