探索“云计算”平台在高校基层党建工作中运用的成效与启示

摘 要 高校基层党建工作信息化是21世纪大学发展的趋势和要求，更是高校思想政治教育工作者把党的路线、方针、政策落实在广大青年群众中的重要职责。笔者通过了解信息化时代背景和“云计算”技术发展的前提下，分析了基层党建工作所面临的机遇和挑战，阐述以信息化手段实现党建工作的创新性、科学性与辐射性效应，为该平台未来的推广运用提供参考依据和实践样本。

Explore the Effectiveness and Inspiration of "Cloud Computing" Platform in the Use of Grassroots Party Building in Colleges and Universities

Abstract University grassroots party building information technology trends and requirements of the 21st century is the development of the University， it is the ideological and political education workers of the party's line， principles and policies implemented in the majority of young people is an important responsibility. I understand the premise of the information through the background and "cloud computing" technology， analyzes the opportunities and challenges faced by grassroots party building， the information set forth in party building work means to achieve innovation， science and radiation effects， for promotion of the use of the platform in the future to provide reference and practical samples.

1 面临的形势：新媒体技术迅猛发展的信息化时代背景

21世纪以来，互联网信息技术、数字技术和新媒体技术产业迅速崛起，各国发展数字媒体应用、研发技术、信息化技术呈现迸发趋势，更成为众多领域发展的重要特征，深刻影响着人类社会经济、政治、文化和生活的各个方面。据调查，截至2013年12月底，全国网民规模达6.14亿，互联网普及率为62.1%，其中手机网民达到5.6亿。

“云计算”技术是在社会信息化背景下应运而生的产物，被称为继大型计算机、个人计算机、互联网之后的第四次IT产业革命，代表互联网未来的发展趋势。“云计算”一词是Google首席执行官在搜索引擎大会上首次提出的概念。这一技术能将所有计算机资源集中起来，通过电子平台快速提供给客户，而且客户与服务商无需频繁交互，其使用也不受空间和时间的限制。近年来，“云计算”相关概念和技术发展在学术界、产业界以及各国政府已引起了广泛的关注和讨论。……
