各国财经素养教育的实践及启示

摘 要 PISA2012新增了财经素养测试，OECD更是把财经素养列为中小学生的基本技能之一。国外许多国家财经教育都有其各自的特色，我国中小学财经教育尚在起步阶段，需要充分借鉴国外中小学财经教育的宝贵经验，找到适合本国国情的财经教育道路。

Financial education in many countries abroad has its own characteristics， China's financial education is still in its infancy schools， need to fully draw on the valuable experience of foreign primary and secondary education in finance， find nationally appropriate financial education road.

PISA（Programmer for International Student Assessment）是由国际经合组织（OECD）主持的一项在全球范围内进行的学生能力评估项目，每三年一次，测量15岁中小学学生在阅读、数学、科学领域的能力与素养，以考察这些即将完成义务教育的学生“为未来生活做好准备”的程度。PISA2012年的新增了财经素养测试，其操作性定义为：应用有关财经概念和风险的知识和理解，在各种财经情境中做出有效决策，提高个人和社会经济利益，参与经济生活的技能、动机和信心。①OECD将财经素养囊括入中小学基本生存技能，财经教育的重要性可窥见一斑。我国基础教育中并未开设专门的财经教育课程，因此，有必要借鉴各国财经教育经验，探讨适合我国国情的财经教育方式。

1 各国别具特色的中小学财经教育

1.1 美国的中小学财经教育

美国财经教育以学校教育为主，家庭教育和社会教育并重，其内容主要包括财经知识和财经技能两个层次，内容全面系统并紧紧围绕培养有经济素养的公民这一目标。财经知识主要让学生接触和认识金钱，学习经济学基础知识、个人及家庭理财常识等。……
