河南省信息化发展思考

摘要： 信息化是衡量一个地区综合实力和现代化程度的重要标志，已成为提高区域综合竞争力的重要手段。近年来，河南省信息化发展进度呈加快趋势。由于政府高度重视，近年来对信息化基础设施建设投入资金逐年增加。信息化产业的发展壮大带动着工业、农业及城镇信息化的融合，社会应用日益广泛。但从全国信息化发展的视角横向比较，河南省信息化整合和应用水平较低。文章中指出应从河南省信息化基础建设入手，针对河南省“四化”同步发展的现状及现阶段信息化发展出现的短板，有针对性的对河南省信息化发展过程中应着力解决的问题提出对策。

Abstract： Informationization is an important mark to measure the overall strength and modernized level of a region， and is has become an important means to improve the regional competitiveness. In recent years， the pace of informatization development in Henan province obviously speeds up. Because the government attaches great importance to it， the informatization infrastructure investment has increased year by year. The development of informatization industry drives the fusion of industrial， agricultural and urban informatization， the social application of it is increasingly wide. But from the perspective of horizontal comparison in the national informatization development， the integration and application of the informatization level in Henan province is low. The paper points out it is from by the base construction of informatization in Henan province. Aimed at the present situation of "Four Modernizations" synchronous development and the short board of informatization development at present， the targeted countermeasures to the problems in the process of informationization development in Henan province are put forward.

0 引言

信息化是衡量区域现代化的标志，是提升和带动新型城镇化、新型工业化、新型农业现代化协调发展水平的重要手段。河南省地处中原，是我国通信枢纽，“八纵八横”的光缆主要干线有“三纵三横”从河南经过，为信息化基础建设创造了良好的条件。在2012年11月，国务院正式批复《中原经济区规划》，在规划中以郑州都市区为核心、中原城市群为支撑、在河南全省涵盖、延及周边地区，形成信息现代化、农业现代化等协调发展示范区、成为全国重要的经济增长板块。全力将河南省打造成我国区域协调发展的战略支点和重要的现代综合交通枢纽。

为实现这一宏伟的信息化战略目标，河南省制定了加快信息化的总体部署，坚持近期重点与着眼长远相结合，推进实施5大产业发展工程；……
