“互联网+农业”视域下河南省现代农业发展研究

[摘 要] “互联网+农业”，将信息经济与传统产业结合，必然能够给传统产业以新机遇，给中小企业发展以空间，给农民（农民工）就业以机会。本文在对“互联网+农业”进行环境分析的基础上，提出了“互联网+农业”视域下的现代农业的应该具备的特征，以粮食优质高产为前提;以绿色、生态、健康为准则;转变农业發展方式，重塑农业产业链等;并以这些特征为标准，具体阐述河南省现代农业的发展现状。

Study on the Modern Agricultural Development in Henan Province from the Perspective of “Internet + agriculture”

Abstract：“Internet + agriculture”combines information economy with traditional industries， it would be bound to give the traditional industries with new opportunities， give medium-small business with development space， and give the farmers （migrant workers） with employment opportunities. In this paper， based on the environment analysis of “Internet + agriculture”， we propose  the characteristics required for modern agriculture， such as taking high quality and high yield of grain as the premise; taking green， ecological and healthy agriculture as the criterion; transforming agricultural development mode， and reshaping the agricultural industry chain etc. The last， taking these characteristics as the standard， the paper expounds the present situation of modern agriculture development in Henan province in detail.

2015年政府工作报告中李克强总理首次提出了“互联网+”行动计划战略。“互联网+”是中国抓住信息革命历史机遇的战略选择，是国民经济和社会发展的创新推动力;而“互联网+农业”将信息经济与传统产业结合，必将给传统产业以新机遇，给小企业发展以空间，给农民就业以机会。但到目前为止，关于“互联网+农业”背景下的现代农业应具备的特征并没有完备的研究;因此，本文在进行“互联网+农业”环境分析的基础上，总结“互联网+农业”视域下的现代农业具备的特征;并以这些特征为标准，具体阐述河南省现代农业的发展现状。

1 “互联网+农业”

“互联网+”就是利用互联网的平台，利用信息通信技术，把互联网和包括传统行业在内的各行各业结合起来，在新的领域创造一种新的生态。

“互联网+农业”就是充分发挥互联网在农业生产要素配置中的优化和集成作用，将互联网的创新成果深度融合于农业发展的各领域之中，对农业生产、农村发展、农民生活产生广泛而深刻的影响。……
