重庆市交通行业标准体系建设研究

【摘要】标准化工作是贯彻落实科学发展观的重要载体，是科技成果转化为先进生产力的重要途径，也是交通工程技术发展和交通运输行业管理进步的迫切要求和重要体现。重庆市标准化领导小组印发了《关于2012年实施技术标准战略重点突破工作的通知》（渝标办【2012】1号），并将技术标准工作纳入市政府对部门年度工作目标考核。研究重庆市交通标准化体系建设对进一步发挥标准化对重庆市现代交通运输发展的具有重要促进作用。

The Study on the construction of traffic industry standard system of Chongqing

Abstract： Standardization work is an important carrier for carrying out scientific development view. It is an important way to transform scientific and technological achievements into advanced productive forces. It is also an urgent demand and important embodiment of the development of traffic engineering technology and the management of transportation industry. Chongqing City， the leading group issued the "on 2012 implementation of technical standards focus on the breakthrough work of the notice" （Chongqing standard to do [2012] No. 1）， and the work of technical standards in the municipal government to the annual work objectives assessment. Research on the construction of the Chongqing traffic standardization system has important effect on the development of the modern transportation development in Chongqing city.

引 言

為推进重庆市交通运输行业地方标准编制工作，进一步发挥标准化对重庆市现代交通运输发展的促进作用，提升全市交通行业标准化总体水平[1]，根据《重庆市人民政府关于加快实施技术标准战略打造内陆技术标准高地的若干意见》（渝府发【2011】3号）[2]和交通运输部《关于加强交通运输标准化工作的意见》）（厅科技字【2013】237号）[3]，重庆市交通委员会组织开展重庆市交通运输行业地方标准体系建设研究。

1、国内外研究现状

英国公路技术标准规范的主要归口单位是公路管理局，它发布的公路技术标准规范涵盖了英国高速公路和干线道路的设计、施工、养护、运营等方面，主要应用于车速大于80 km/ h 的高速路网和干线路网，是承包商们在签订服务合同42中需要遵守的核心技术标准规范。英国公路管理局（ H&A） 路网涉及设计、施工、养护和运营的法规主要有：1980 年英国公路法案；英国交通标志法规和总体指导；……
