DEA方法在高校图书馆技术效率评价中的应用——基于二十五所985院校的实证分析

摘要：近年来，许多高校都加大对图书馆资源的投入，但如何评价在适当的投入下图书馆的技术效率是值得研究的问题。文章以部分985院校的图书馆作为样本，采用数据包络分析方法，基于高校科研竞争力的指标，对这些高校的图书馆的技术效率进行了评价。评价结果显示，84%的高校图书馆技术效率没有达到帕累托最优，同时也给出了各高校的投入与产出的理想值。

Abstract：In recent years, many universities are increasingly spending on library resources, but how to evaluate library of technical efficiency under the appropriate investment is worth studying. By taking some universities library of 985 Project as a sample, and using data envelopment analysis method, this paper makes an evaluation of the technical efficiency under the university scientific research competitiveness index. Evaluation results show that 84% of the technical efficiency of the library in universities is not up to Pareto Optimality. The ideal values of the input and output of respective universities are also provided in the article.

1引言

高校图书馆是高校办学的三大支柱之一，是信息交汇、资源共享和服务教学科研的平台。因此应充分重视图书馆发展工作，充分发挥其在校园文化建设中的作用。随着高校扩招，提升教育教学质量又是一项重要工作，作为信息中心的图书馆，加大对其投入是重中之重。然而高校对图书馆资源的投入却越来越具有盲目性，往往投入的资源很多，而反馈的效率却不如所期。因此，在高校图书馆的资源投入中，如何在适当的资源投入下合理地提高图书馆的技术效率更为重要。

近年来，数据包络分析方法在各个领域中都得到了广泛应用，用于评价图书馆技术效率的方法有很多，如：回归分析法、成本比率法……
