海南省城乡统筹发展模式与路径分析

摘 要 分析了海南省城乡统筹的相关因素，认为海南省的城乡统筹应以中心城镇建设为先导，探索一条城乡互动，多中心网络状空间整合发展模式。相应提出了城乡、人口、产业与生态空间整合等4种城乡统筹发展的路径。

Abstract The related elements of Urban-rural integration of Hainan Province， China were analyzed and then used as basic conditions for integrated development in urban and rural areas. Urban-rural integration in Hainan should be focused on construction of center towns， based on which a development mode of an interaction between urban and rural areas integrating network-like spaces of multiple centers was established， And 4 urban-rural integrated development paths， i.e. towns and villages， populations， industry and ecological spaces， are put forward.

2003年，十六届三中全会提出“五个统筹”。城乡统筹发展作为一项重要战略开始实施，对缩小城乡差距推动城乡发展一体化，促进农村基本公共服务提升和农民收入增加，解决“三农”问题发挥了积极的作用。十八大提出推动城乡发展一体化，并强调加大统筹城乡发展力度，增强农村发展活力，逐步缩小城乡差距，促进城乡共同繁荣。城乡统筹和城乡一体化目的是解决“三农”问题，从城和乡两个维度发力，构建新型城乡关系，促进要素流动、公共资源均衡配置和机会公平，加快乡村的发展。十八届三中全会提出健全城乡发展一体化体制机制，意在从制度上创造条件，破解城乡二元结构。随后，国家召开了中央城镇化工作会议，研究部署新型城镇化问题，并相应出台了《国家新型城镇化规划（2014～2020年）》。新型城镇化同样重视城乡统筹，如该规划提出四化同步与统筹城乡的原则，专门在第六篇阐述城乡发展一体化，要求加大统筹城乡发展力度，增强农村发展活力，逐步缩小城乡差距，促进城镇化和新农村建设协调推进。从全国来看，各地区城乡统筹发展条件不同，探索的模式也各有差异。……
