高校校园及周边食品安全问题与对策研究

摘 要：高校校园及周边食品安全关系到学生的身体健康、生命安全以及学校正常的教学秩序和社会稳定。对昆明市呈贡大学城高校校园及周边食品安全问题调查发现，这一问题具有区域特异性，在证照办理及经营方式、生产设备、卫生安全、原料进货、食品质量、防范及安全意识、职责分工、执法监管诸方面均存在问题。这些问题与高校认知、高校扩招、餐饮模式、准入门槛、消费意识等因素相关。解决这些问题，应建立食品安全责任制，加大设施投入，规范相关制度，让师生参与监管，加强执法和监督力度，形成监管合力。

Abstract：The food safety issue of university campuses and their periphery is closely related to students health and life safety as well as school teaching order and social stability. Through the investigation of the food safety of university campuses and their periphery in Chenggong University Town of Kunming， we found that the food safety problem has its regional specificity and some major existing problems were as follows： license processing， mode of operation， production equipment， health and safety， raw materials purchase， food quality， prevention and safety awareness， division of responsibilities， law enforcement supervision. These problems were correlative to a variety of factors like university awareness， university enrollment， catering mode， access threshold and consumer awareness. To solve these problems， we should make joint efforts in inspection and management to establish food safety responsibility system， increase investment in food facilities， regulate the relevant system， encourage teachers and students to participate in food safety supervision， strengthen law enforcement and supervision.

食品安全是一项遍及全球的公共卫生问题[1]，不仅关系到人类的健康，还制约着社会与经济的发展。随着我国经济的快速腾飞，社会物质不断丰富，人民生活水平也得到长足的提高。然而，近些年来，食品安全事故频发，高校食品安全问题也时有发生。食品安全越来越受到社会大众的关注。

2009年2月28日，十一届全国人大常委会第七次会议审议通过了《中华人民共和国食品安全法》（以下简称《食品安全法》），同年6月1日废止1995年10月30日开始实施的《中华人民共和国食品卫生法》（以下简称《食品卫生法》），正式实施《食品安全法》。《食品安全法》明确指出，我国食品安全同时包括保障食品原料、加工、运输、销售等一系列环节的合法有序，并涉及相关各方的责任，规定相关单位、企业和个人的法律义务，较之《食品卫生法》涵盖的范围更广、要求更严、层次更高、意义也更大。……
